What this is — and isn't

Every figure is cash actually disbursed in the fiscal year, taken from the Aggregate payments column of the Public Accounts transfer-payment files (one row per recipient per authority). These are real payments, not commitments or budgets — there is no estimating or year-over-year differencing here. Amounts are in actual dollars. The Employment Insurance Operating Account is excluded entirely, as a federal intragovernmental account rather than a transfer to an external recipient.

Two figures are derived, not read from a column, and are approximate at the edges: type (grant vs. contribution, inferred from the authority's name — older years often lack the prefix and land in “Other”) and recipient kind (inferred from each recipient's name, location, and paying department). The coverage tables below show how much of the money each derivation actually classifies, so you can judge it.
